Our History

Over the past years, Access Plus Capital has acquired funds from a variety of sources and has used these funds to empower local residents and business people.

1993

  • Fresno EOC began serving refugees with micro-loans up to $15,000.
  • With the establishment of the Refugee Microenterprise Program, Fresno EOC assisted clients with business plan development, marketing, and other business technical assistance.
  • Since its inception, the program has closed 300+ loans, averaging $8,800 each.

1999

  • Fresno EOC introduced Individual Development Accounts (IDAs), which are specialized savings accounts.  Contributions by low-income participants are matched 2:1 using both public and private funds.

2008

  • Fresno EOC created Fresno Community Development Financial Institution (CDFI) for providing lending services to low and moderate income communities. Refugee Microenterprise Program and staff were merged into Fresno CDFI.
  • The portfolio of the CDFI became more diversified, including larger loans (up to $250,000), equipment, working capital, and trade receivables.

2009

  • In March, the Fresno CDFI was certified by the federal CDFI fund.
  • In July, Fresno CDFI received their first CDFI award from the fund.

2010

  • Fresno CDFI joined the State of California CalCAP program.  This program provides matching funds into a loan loss reserve which will enable us to assist more entrepreneurs who want to start businesses.
  • Fresno CDFI lent over $720,000 in American Recovery and Reinvestment Act (ARRA) funds across 19 loans, resulting in the creation/retention of 317 jobs.  A Revolving ARRA Job-Creation Fund continues to assist businesses who are expanding their employment.
  • Fresno CDFI became a Small Business Administration (SBA) intermediary microlender with a $271,300 infusion from the SBA.  These funds enable Fresno CDFI to meet the need of small businesses throughout the Central Valley.  The funds are specifically for businesses looking for a loan of $50,000 or less.
  • Fresno CDFI started a rural microenterprise fund with $605,000 in loan and grant funds from the USDA.  These funds enable us to extend our services to businesses located in rural communities with populations less than 50,000.

2012

  • Fresno CDFI became a SBA Community Advantage 7a Lender

2017

  • Fresno CDFI rebranded as Access Plus Capital

August

  • Access Plus Capital becomes a Preferred Lender by the  U.S. Small Business Administration

December

  • Opens South Valley Office in Bakersfield in partnership with Self Help Federal Credit Union

2018

August

  • Opens North Valley office in Modesto in partnership with Opportunity Stanislaus
